A security surcharge funding port and vessel measures required under the international ISPS Code.
The ISPS charge recovers the cost of complying with the International Ship and Port Facility Security Code, a post-9/11 regime mandating security assessments, access control, and monitoring at ports and on vessels. It is billed per container or per shipment.
Usually a small fixed fee, it appears as a separate line on quotes and arrival notices at both origin and destination. It is one of several standard local charges alongside THC and documentation fees that make up the all-in cost.
