Definition

The formal statement to customs of a shipment’s goods, value, and origin used to assess duty and controls.

A customs declaration is the legal submission an importer or exporter (usually via a broker) makes to the authority, stating the goods’ description, HS classification, customs value, origin, and the relevant procedure. It is the basis on which duties and taxes are calculated.

Declarations must be accurate and consistent with the supporting commercial invoice and packing list. Errors can trigger inspections, penalties, or reassessment, so the declaration is the document customs scrutinizes most.
